He is a dwarf (midget) and cannot reach the buttons on the lift without using the umbrella, so only uses the lift on rainy days and has to use the stairs on sunny days.
God knows why he does not get a walking stick so he can use the lift in all weathers, he is wearing down his little legs using them stairs!
